Paul has a first degree in chemistry and a PhD in environmental engineering, both from Imperial College and an MBA from the Cranfield School of Management. He was awarded a CBE in 2008 and is a chartered chemist and a chartered environmentalist. He was awarded honorary doctorates of science by Cranfield University and the University of the West of England and honorary fellowships by the Chartered Institute of Waste Management and by the Chartered Institution of Water and Environmental Management.
Prior to joining Cranfield Paul was Chief Executive of the Environment Agency from 2008 to 2015. He joined the EA in 1998 as Director of Environmental Protection and was appointed Director of Operations in 2004.
